14th-20th looks just slightly better than 21st-27th.

I've been in mid-Sept and late Sept and I can say it really wasn't crowded at all for either. We had a blast walking on to multiple rides each morning. The only time it starts getting more crowded is when the food and wine Festival starts in late September/ early Oct, and even then it really only seemed to effect EPCOT. You can't go wrong with September.

That makes sense that third week of september would be better than fourth from a crowd perspective because the later one gets in September, it is more likely to be a "better" experience due to the weather issues - as it gets later in September, it is statistically one week "better"/less likely to have a hurricane, and also getting a bit cooler.

The week of 14-20 will be less crowded than the week afterwards. That's because Food & Wine starts at the end of the week afterward, which attracts a lot of people to Epcot.

I've been several times in September and every week of that month, all were great but the middle to the very end were the best. Even with the good and wine fest we had low low low crowds and walk on rides on tons of stuff, alot of the food and wine effected Epcot but even that wasn't bad! Soarin was the longest wait we've ever had in September and that was an hour and 15 minutes. Every other ride was 30 mins or less!
