Which Water Park for little ones?

I am going to WDW Oct. 13-20. We are planning to do one Waterpark and can't decide which to do. I have a 7 year old and a 3 year old. Neither swim real well and can't stand to get water in their face. Big slides are not even considered in making the decision. I need to know which has the best Kid Zone. I will have them by myself, so I will not go on any slides most likely. Any ideas?

We always liked TL the most but this trip we went to BB twice, two days in a row. The kids both LOVED it. My DS8 is all about swimming/water related stuff. BUT my DD4 doesn't like it in her face. She LOVED the little kids area, Tike's Peak. There are a bunch of slides that they can go on that don't force them to get water splashed up in their faces.

TL has a nice big wave pool plus another zero entry pool by Crush-n-Gusher. They also have two kid sized slides off to the left of the wave pool and a smaller child size area call Ketchakiddie Creek. It doesn't have the same sort of slides and such that BB has though.
