Which water park for a toddler?

A friend of mine is visiting in September and her husband really wants to visit a water park. They will have an 18 month old at the time. I told her I would investigate which water park would be best for visiting with a toddler. I haven't been to either park since 2001. Thoughts? If it were me, I'd just stick to the pool (they're staying at BWV) but they really want to hit a water park.

If they really want to do a Water park I'd say blizzard beach at that age. The kid section is split so the bigger kids don't take it over as much and scare the little ones
 
I second blizzard beach. Have gone with an 18 month old and he loved it. I think the design of the park is much more open and clean in general. Easier to maneuver stroller, more space. The little kiddie play area is better designed IMO at BB. Also the wave pool is INTENSE at TL. Blizzard beach is more like a normal wave pool so you can play with little ones toward the top.
 

Thanks guys! I haven't been to Typhoon Lagoon since 1990, and Blizzard Beach since 2001, so I just couldn't remember what each one had for little ones.
