Perhaps the CA timeshare laws accomodate things differently than the FL and they are able to book all of the rooms. From what I've read it hasn't been quite as easy to get the information from the CA county website and I'm not certain how many units have been declared into inventory.
Consider though that they do have to have available rooms for all points that have been sold. Those points sold are meant to even out in use over a full year so theoretically your odds of getting a room at the time you want shouldn't be too much different than they will be in the future. Statistically there's a little greater difficulty but I think the holidays in particular are always going to be VERY tough to get a room.
On the other hand, if they were able to have all rooms available and have only sold 1/2 of the points then there would be no better time than now to get the room you wanted. That would just be a bonus.
