Partly, depends on if you have a rental car and what all you plan to do while there. If someone else is paying for this as perhaps part of a business trip, then how much free time you have would also matter. I don't care for Caesar's casino since they redesigned it a few years ago. Seems too chopped up in various smaller rooms. MGM Grand is HUGE and it always seems like you have to walk a LONG way to get to wherever you are going. MGM to me is an example of a resort that is TOO big and everything is too spread out.
Have stayed at TI in the past and really enjoyed the casino, layout & dining options. Used to be great with the Mirage next door (either a short indoor walk or that cable car), but obviously currently closed for renovation.
We were just at Resorts World for the first time last fall and enjoyed the casino and overall layout. Just opened a short time ago, so everything seems brand new. Casino floor reminded us a bit of Mandalay Bay as it is very open and spread out. Unlike some of the other smaller casinos where you always seemed to be bumping into others and no room to move around. However, not really near much else, so having a car would be helpful if you plan to visit other resorts/casinos.
My impression has always been having a car is the best way to get around if you want to visit other casino to gamble/eat/shop. Most are too far apart to walk (especially in the Summer when it so HOT outside) and by driving you avoid all of the unsavory individuals who tend to frequent the Strip.
I would choose a resort based mostly on the casino (assuming you like to gamble) and the choice of restaurants. Those are things you would make use of daily where attending a show is something you would only do once, so it doesn't need to be related to where you are staying. To attend a show at some other resort, you could always walk, take your rental car (if you have one) or use one of those online taxi services.
