Which resort with 2-yr-old twin girls?

We normally stay at WDW. However, we are contemplating Universal for our next trip. We stayed at Portofino (pre-kids...) about 4 yrs ago and loved it. We are open to trying a different resort.

I have been reading many threads, but decided it may be more helpful to ask my specific questions in one thread. For those of you with experience, which of the 3 resorts is the most convenient for families such as ours? We prefer to just roll our stroller right onto boat transportation or else to just walk back and forth to the parks.

Also, are there any specific restaurants you would recommend for our situation? Buffets have worked out well for our previous 3 trips to WDW with our babies. I did find a thread with a few links to the Universal menus and I am in the process of looking at that.

Any suggestions or tips would be appreciated. We are fairly familiar with both parks, but are definitely newbies when it comes to having a couple of 2 years olds at Universal. We have taken our twins to WDW 3 times so far, though.
