Which Pavilion has the best dining?

Depends on what you like.

My sequence, in order, would be:

France
Morocco
Canada
United Kingdom
Germany
Mexico
Norway (Used to be higher, but ruined by princesses)
Italy (Prices outrageous)
China (Prices very outrageous)
USA (Only Counter Service)

I'd pretty much agree with this, except I'd put Morocco further down on the list, probably after Norway.
 
And lets not forget Japan---
My top 3 would be France, Canada, and the UK.
 

After further consideration - I'd differentiate between the France restaurants with Bistro de Paris first, and Chefs de France second.
 
Le Cellier is great. We also love the Biergarten but that is as much about the experience and entertainment as the food (which is still good!) For true fine dining you are better off in Canada or France.
 
I'm a fan of both Mexico and France. The San Angel Inn is a personal fave. I love Chefs de France for lunch
