Which park to head to first?

Heading to Universal for one day before my Disney trip to hit the WWoHP and new/refurbed attractions of King Kong and Hulk and ride other favorites. I am staying onsite at Portofino Bay with Express Pass and a park-to-park ticket. On my day the park hours are Islands of Adventure 9-7 and Universal Studios 8-7. Obviously if I get lucky and USF has Early Entry I'll head there at 7am. If IOA opens at 8 with EE, which would I be better off choosing to start with since they both open at 8am. IOA with EE or USF with regular hours? Also, is the Early Entry park announced ahead of time or will I find out the park at check-in? TIA

I'd go directly for Kong and Hulk at ioa

Normally, I would say visit Diagon Alley first then Hogsmead and the rest. But since you only have one day, Kong and Hulk first, then head to the HP areas.
