Are the characters also available during the “overlap” time? Or only after 9pm?

Only when the event officially starts. Mickey bars also aren't available until event start.

We've only done TL and EP so far and are hoping to go to one at HS this fall. The TL one was nice because it started earlier than the other parks and that way we got to hit a waterpark without having to buy a separate tix. We ate late - thought the lines were a lot longer than we expected. The EP one was kind of a bust. The WS wasn't open and there's just not that much to do there. Did get Frozen done but seemed like not a whole lot else. It also started so late we were exhausted by then.
