I always thought Frollo was really evil- especially for a priest!

He's a priest in the Victor Hugo book, and he isn't quite so evil, more misguided. For the movie, they changed his occupation to judge. The movie character is definitly evil.

He killed Mufasa and plotted to kill Simba (Scar thought he was dead).
He took over the pride of lionesses and then hit Sarabi.

He also fathered children (Lion King 2) and was evil to them too. He abandoned his "evil pride of lions". So he was a deadbeat dad as well.

He was pure scum, an abuser, and a murderer.
