We've stayed at both. First of all, they're both beautiful resorts and I'd be happy at either one of them. But, they are different.
If you like everything to be close together with not much walking, you'll like POFQ. It's very compact. We liked POR better b/c we don't mind walking and I found it more relaxing b/c things were more spread out. There was more green space and just more "nature." We were in Magnolia Terrace, and I thought that was a good location...not too far from anything. If I'd been in another part of the resort, I might have felt differently about the spaciousness of the resort. Or if I'd had very young children with me.
Both the pools were cool, but younger kids will love the dragon slide at POFQ. But you can switch pools. When we stayed at POR, we mostly swam at POR, but on our last morning we went to POFQ and swam. I couldn't get ds out of the pool, I remember.
POR has the sit down restaurant. Not a big deal for us, but it might be for you. On the other hand, POFQ has the beignets!
POR was our first WDW resort stay, so that makes it special to us. Plus, they'd just redone all the room furnishings when we were there, so it was super clean and new.
I'll vote for POR, but POFQ is a lovely resort, too.
