Which is better, DLR or DCA on a 6 out of 10 day?

On a Saturday predicted to be a 6 out of 10 on the crowd level in both parks which is better, DLR or DCA? By "better" I mean crowds/waiting times. We will have 4 day 1-park per day tickets, so we are wondering which park to visit which days. Thanks!

DCA's walkways are wider and the queues aren't as tight, so it often doesn't feel as crowded when you're walking around or waiting in line. But most people hop, so there will be times when either park is more or less crowded throughout the day. It's usually before and after parades and shows.

The advantage of park hoppers.....when it gets too crowded in one park....hop over to the other....think about upgrading to a hopper, then, no worries!
