Which Guest Services tends to be least crowded/most efficient?

In August I went to MK guest services. Waited in line for a bit, but friendly helpful CM. Went to one at front of HS MO line and once again friendly helpful CM.
Went to one tight inside Epcot, CA we had was our KTTK tour guide. Once again fantastic service.

Longest wait -MK 15 minutes.
Waited 10 minutes at Epcot.
No wait at HS.

These were busy, hot days in August. No issues with CMS. I was having issues with FPs we got from DVC tour. We were patients and move, think remembering CMs have probably been treated rudely through day by some people and being nice goes a long way.
 
We used the one at Disney Springs in November. While it was crowded, we were helped and out the door in less than 10 minutes.
 

One nice thing about using Guest Services in Disney Springs is that if it is super busy, you can get a pager.
 
For GR INSIDE a park: I would recommend Epcot, the lobby is spacious and if you go in the afternoon/evening it is normally less busy than in the morning..

For GR OUTSIDE a park: As stated by pp, if you can make it to IG at Epcot, this is the least busy location outside of a park.. The only way to get to this location is by either walking over from an Epcot Area Resort (BC/YC/BWI/Swan/Dolphin) or by taking the Friendship Boat over from DHS.

I had 2 bad experiences at the Epcot main gate guest relations and it was with the same CM both times. In the future I plan to avoid that guest services location and avoid that CM again.
