Which EMH to use

I do not have the hopper. Which EMH gives the most bang for the buck?
Go to the morning or evening?

The am is only 1 hour, the pm 3 hours. The am tends to be less crowded than the pm EMH. It depends a lot on what park you are going to, what time of year, and who is traveling with you.

If it is peak season I would pick Magic Kingdom in the am

I would pick the am. It's only 1 hour but it will be guaranteed alot less crowded so you'll get in more rides "bang"! However, I discovered on this last trip, that it's easier to get the kids to stay late than it is to get them up in the morning! So do consider that also!
