I was also going to say that you should rent (or bank) your points and stay onsite at Universal. The royal pacific worked out great for us last time. Usually you can find discount codes for booking online through discount travel sites.
I would not go with Cabana Bay or Sapphire Falls, unless you do a split stay and make the days at those resorts your Harry Potter days. You could do one night at one of the higher end resorts and get 2 days of express passes out of it. It was an AMAZING perk to have the Express pass available on all the rides. We just booked a Disney trip and it is SO disappointing to only get 3 passes a day.
