We've done the Crystal Palace, Cinderella's Royal Table, and Chef Mickey's. Chef Mickey's is VERY unhurried, more characters, and they take their time at the table, but with a 1.5 year old, unless you're staying at the Contemporary, it requires more organization than the Crystal Palace. If you do the CP on a day when you're at the Magic Kingdom, you're already there, walk out of breakfast and on to a ride.
We did the Crystal Palace with my son (aka Happy) when he was 14 months. He LOVED it, and the video is priceless. To prepare him for characters, we told him over and over again that Pooh etc. would be "big like Daddy". Daddy is 6', around 200 lbs, so when he saw Tigger, he wasn't surprised or scared, but bounced right up to him.
Cinderella's is fabulous on atmosphere and so so on food. My son loves it (he's a ladies man, anyway) but is still only 4, so is not put off or bored by the princess theme. It's my favorite because I'll do just about anything for one on one time with Mary Poppins. It's really hard to get a reservation there, so maybe it's worth it, if you have reservation assistance, to make that your package deal? I don't do packages so I don't know if that's, in fact, the case, or an option.
Finally, CP and Chef Mickey's have the same (I think exact same) menu. Chef Mickey's, however, offers the professional photo shoot, where you have the option to buy the $25 package of a family photo with a 5x7, key rings, fridge magnet, etc.
