This is correct. The way the vehicles are configured, a CM who is good at math and puzzles can fill an elevator with groups of 2s, 3s, 4s, 5s, 6s, etc. without needing a single rider to fill a hole. On side-by-side roller coasters and a ride that sits three-across, the single rider option makes more sense.
Not many rides have single rider... Only Test Track, RnRC and Everest. The CM's at Tower of Terror might try and fill the single spaces in the car by asking those in line if they are a party of 1 or 2.
