I forgot to mention,
I also have 4 children, and the schools in Calgary, who do have many choices:
Private, Charter (public, funded through the government, and have a specific purpose...ie. science, arts, Public and Catholic Schools, homeschooling.

My children are in a charter school called Foundations for the Future Charter Academy. There are 6 campuses through the city. The wear uniforms, and have a strong phonics program, structured, and teach values of respect, integrity. We have a lot of different cultures in our school.

Living up in the NW (it's can be a bit colder, as you just a bit closer to the mountains). SE -has some lake communities, so your children could have the ability to live in a community that has a lake that they could swim, canoe, ice skate, etc. You pay an annual lake fee, depending on which community you live in within Calgary. Sundance, has public schools, from K-Gr. 12 and is one of the lake communities. Midnapore is another one, Lake Bonavista. Auburn Bay, is one supposely one of the last communities with a lake, and it's under development with new homes, no schools yet...so children would be bused. Outside of Calgary SE, is The Lake at Heritage Pointe (developing the last phrase (lots would start at $250,000+...looking at houses that would be close to a million.

Great schools, great hospitals, lots of beautiful houses. Plenty of heritage houses as well.
If you're looking for seasons, we have all four. lol Winters aren't too bad, incredible colours in the fall. Two hours from Toronto, hour and a half from Niagara Falls (we go every summer).
We even have a Thames River. lol
Housing costs are up just about everywhere in Canada. Alberta I read has the highest housing starts in the country. In London, you can find a brand new five bedroom home with a yard starting at about $180 000 - $500 000. Depends on what you want and where you want to live.
We have a good transit system, a major univeristy (University of Western Ontario), college (Fanshawe College), Children's Hospital, actually, there are three hospitals. A killer OHL team. A great arena for concerts (John Labatt Centre) where we get top acts and entertainment. Tons of parks too, including dog parks.
Land taxes aren't the best, but they aren't the worst either. Regular garbage collection, recycling program as well.
We love Southwestern Ontario and London. You're close to everything (two hours to the US border as well), and there are a lot of opportunities.

Well, I now have to give my own completely unbiased(not) opinion on this topic.

I was born and raised in Cape Breton, Nova Scotia. We moved out west to Alberta a few years back like so many others. But it just wasn't the same . So we moved back east.

It is absolutely beautiful in Cape Breton, the people are really nice and down to earth, and the schools are really good. Many of the communities are fairly small but that is what makes for a nice relaxed atmosphere. Even though we are small we are also well connected to the rest of the world via IT.

Anyway, that is my .02 cents worth. I am sure that you will like wherever you pick to live. Canada is a beautiful country from coast to coast.
