We've stayed at all of these resorts multiple times and I've been traveling to WDW with DS10 since he was 1, so here's my two cents. After spending our first few trips on monorail resorts, I actually found the EP resorts to be so much easier to navigate with a stroller. You can walk (or boat) to two parks and will only have to deal with the buses for two parks. You will also have a ton of restaurants and other amenities within walking distance. Especially if the children will outnumber the adults (which, by you first post, sounds like a possibility), the easier you can make this for yourself in terms of transportation, the better. When DS was still in a stroller, I loved the fact that at the EP resorts, we could go back for a rest in the afternoon and then simply put him in his stroller in the evening and have a ton of restaurants and even two parks at our disposal without having to deal with Disney transportation again for the day. My first pick with your family make-up (if you want to use a pool), is BC. There are two pool areas that are great for little kids (the shallow sand-bottomed pool and the shallow pool with a slide located behind the Flying Jib slide). Second choice would be BWI because you can actually sit on the pool deck and see your kids in every area of the pool (if they are in alone). You can even see them walk up and wait for the slide.
The boat at WL is great and the resort is gorgeous, but getting anywhere else is not fun as they typically share buses with Ft. W and it takes forever to get anywhere. We stayed there twice last year (DS is older now, so we can just jump in an uber!) and we boated to MK and uber/lyfted/Minnie Van'd everywhere else.
CR sounds great with the monorail, but getting to and from the monorail at CR with a stroller is not fun as you have to share a small elevator with everyone using a stroller or ECV just to get to (or get down from) the CR monorail platform. If you want to stay on the monorail, I would actually suggest Poly as an alternative as it's easier to get to the second floor with a stroller and you can walk to TTC to catch the EP monorail. But then you still don't have walking access to two parks and tons of restaurants as you would in the EP area.
My vote is for BC with BWI coming in a close second.
