It's all about preferences... We love the CSR for many reasons. The landscaping and grounds are beautiful, love the variety and food at the Pepper Market, bus service is great and dedicated to CSR, the pool and slide are a lot of fun and at night a walk around the lake is wonderful. We've stayed at all the moderates and CSR is our favorite!!!
If you are just going to sleep there and hit the parks hard, I don't think there are any BAD places to stay. I think the value resorts are best in this order:
Pop Century (because it's newer and has it's own bus transportation)
All Star Movies (because of the decorating for little ones)
All Star Sport (Actually should come before movies if you don't have little ones because if you are sharing a bus they pick up sports first.)
All Star Music (I heard it's not quite as nice as the other two - ?)
The moderate resorts add a little extra room - two sinks instead of one and have a more relaxing feel to them because of all details in the theme. CBR is very tropical in some parts, but if your close to a bus and don't spend time wondering around the resort it doesn't really matter.
The WL has some pretty good rates with codes ($140 per night). I'm not sure that is still going on, but you could check out the Codes & Rates page on this site.
Otherwise I vote for POFQ. It looks like a nice resort where everything is close by.
