i rarely meet characters outdoors and if i do i hand my bag off to a friend/family member.
i'm going solo and plan to meet a number of characters outdoors and i'd rather not have my drawstring backpack on for the pic.

when indoors i just set it off to the side or at restaurants they have a table to set your stuff on and if its character dining you just leave your stuff at your seat and stand up but there's no real "off to the side" outdoors.

when i hand the CM my camera can i also set my bag on the ground next to him/her or should i just leave it on during the pic?

Some CMs will have you place it in front of their tripod or underneath it (if they are using one). Some will have it next to them because you will be walking back to them to get your camera and/or scan your MB. Some will say you can place it at your feet because they won't take pictures below the your knees or whatever.

Usually any place between the camera and you+character is fine. Plus sometimes that helps people from crossing in between while your picture is being taken.

My family always took our bags/purses off and laid them in front or near the Photopass Photographer or character handler. Once the CM sees you are taking the bag off, some will direct you where to put it, other times we just asked if it is OK to put the bags near the CM. It was never a problem since many people do this.
