With one trip, a few years back, I had that worry about what to do with our infant who was development delayed (a very sick infant) and was not sitting up yet. I called Disney and was told that infants that can not sit up, as a policy, were allowed to remain in the stroller unless the restaurant had an infant highchair and most did not. They also told me that sleeping infants did not need to be removed from the highchair.
For the most part, it was a mute point because he started sitting up the day before we left. BUT whenever he was sleeping (which was often), the restaurant allowed us to bring in the stroller--a travel system without the carrier.
However, this was a few years ago.
