Get it at guest services in the parks when you first go, but I believe it is not avaialble at guest services at Downtwon Disney

I've gotten mine at DtD Guest Services.

Me too. At the same time I purchased my AP, with the passalong savings card. I had also been told I couldn't get that anywhere except at a theme parks guest services kiosk - but there was no problem, at all.
