You may want to refer him to the Fairy Tale Weddings office at (714) 956-6527. They are very likely to create whatever he needs. (The main focus is Weddings, but they will also setup remarkable Engagements & Honeymoons).
It really depends on budget, to define this moment.
Goofy for Disney is right, The wishing well can be really romantic, just make sure that he knows that they sometimes use it for a Snow White meet & Greet, so it may not always be available.
Some folks will ask to do it before or after certain shows on stage (i.e. Golden Horseshoe/Tomorrowland Terrace (Club Buzz), others choose a quiet place like behind the Waterfalls in the DL Hotel (When open, as sometimes there is so much water on the ground that they close the gates for safety). Restaurants such as the Blue Bayou are also very popular. Certain rides, like the Carousel, and the Jungle Cruise (Be ready for some jokes) are always popular, but it is hard to give explicit ideas, as it is such a personal thing.
You can call Florida's Gifts of a Lifetime to see if she has any cohorts out here on the west coast, and if not, then she may be able to at least give you some of her experiences.
Here are ones that I have heard of in the past, to help give some ideas.
--A gentleman asked his beloved while climbing the last lift on Splash Mountain, she screamed yes as they went down signifying the "plunge" of marriage. Yes...they bought the photo. (If they do this, make sure to tell the cm, so you have a log to yourself, or just them and close friends).
--I heard of a gent arrange this a while back. They were walking around the corner from Adventureland into Frontierland, and he decided that they should make a run for the Mark Twain which was at the dock. It already had people, and the gates were already closed, but he sincerely asked the CM and they boarded the ship. As it started its run, they took a seat out on the front of the boat, where the chairs are. She thought it was odd that there weren't any people. They are typically crammed. So on the front of the boat, as they passed around New Orleans Square, he got down on one knee and popped the question. She said yes, and heard cheering. She looked up to find that he had orchestrated the whole thing with the park, and saw all of their family and friends on the second deck overlooking them. She cried, people watching the boat from Tom Sawyers Island and New Orleans Cheered a bit too. She must have felt very special. Keep in mind that you can't do that at night, because the Twain is used in Fantasmic, but it gives you an idea of some of the major orchestrations that the park may be willing to do for them, especially if it is off season (September is good).
--Scavenger hunt proposals have been done, with many different variations. Sometimes the groom stays with her, and they make it seem like they are a randomly chosen guest to "test" a new "adventure". They'll make her think it is a premium thing, sort of like the Fantasmic Dessert Bar - They'll play up how most individuals when it comes out full force will be charged $XXX, but you will do it for free, and even get some cool things out of it for your time. You can go from place to place either finding items in stores, or taking photos, or riding rides in sequence to find clues, culminating in either the proposal, or a "stuffed"item. (Meaning either a food with a ring, or a stuffed animal holding a ring, or a balloon (but make sure you have LOTS of those weights on it, otheriwse your ring may fly away!)). Others choose to have her do it on her own with a friend or family member, with him not even supposed to be in that park that day. When she sees him for the first time, she will be confused, and even moreso, when he gets down on one knee.
