where to eat with belle?

is there anywhere with a character dining with belle?

I believe she is sometimes at the Princess dinning hall in Epcot and sometimes at Cinderella'a Royal Table but she is never a guarantee at either as the princess at both can and do change.

At Akershus Belle is the princess you get your photo taken with. I have read some instances where she is not there and replaced with Aurora so ymmv.

She's not a regular at Cinderella's Royal table anymore since her new Enchanted Tales opened, but she may be a replacement for a regular princess. At Akershus in EPCOT she's the greeter princess you meet and get a photo with before you're seated. There are no character meals where she rotates around the room as a regular appearing character. And as Babydreamz noted, she (or any princess) is not guaranteed to appear at Akershus and could be substituted with someone else. We've gone 3 times and always had Belle as the greeter, though twice we've had subs in the rotating princesses.

We have also had pics with belle st akershus both times we went.
If your child is a big fan the best choice for interaction would be Enchanted Tales with Belle because they act out a story with her and then there are lots of pictures afterward. The Belle we had for ET was fantastic and so loving and princessy with the kids. I expected her to break out in song complete with birds and woodland creatures.
