Is there a way to purchase Pal Mickey before arriving at Disney? I'd like to wrap it up and give it as a gift to my daughter to surprise her with a Disney Vacation.

I got mine on ebay. It was "used" but it looked totally new when it came (without the box) and worked great! The seller also included a brand new pair of those light up mouse ears!
I have also seen brand new in box Pal Mickeys listed there as well.
