Where is the Scream Garage?

I've read that the Monsters, Inc. Scream Garage is on Commissary Lane. My question is...is it on the Sorcerer's Hat side or the Star Tours side?

It's across (diagonally) from the Sci-Fi. If you are walking out of Sci- Fi look to your left.

What is the Scream Garage? I've never heard of this before. Is it a spot to meet Monsters Inc. characters, a ride, or what? That's my mom's favorite movie, so I'm glad to see that it is featured.

It's a character meet and greet with Sully and Mike.

I picture it as being about halfway between the hat and Star Tours, across the street from ABC Commisary.
