Where is the free dining plan offered?

I've been waiting to book our 1st trip to see if the free dining plan will be offered but where is it "officially" posted?

Will it just be on the main website somewhere? Like where you go to book your trip and the dining plan?

Just wondering where I should be looking when the time comes. I plan on booking via phone but I have been doing the pricing, etc.. online obviously.
