Is guest services inside or outside of the park?

There's also a Guest Relations counter inside the park at City Hall.

There are a couple desks in the lobby of the DLH that I believe are Guest Relations (can't remember if the sign said 'Guest Relations' or 'Guest Services'?) They are to the right as you come in from the street; or if you come in from the DLH courtyard, proceed through to the lobby, then to your left.
