According to Birnbaum Guides-2011, it's part of Frontierland. It's considered part of an attraction but not in a shop or restaurant.

I think that's a good guess on Goopy's - somewhere on the train's route behind Frontierland. And, I see you already answered that. Well, if it's an attraction in Frontierland and not Splash Mt., BTM, the railroad or on Tom Sawyer's Island, it must be from Country Bear Jamboree.
