This is outside but not looking in a window. It's been established as a Christmas display/activity but there's no guest physically decorating cookies.

I thought when I answered the question "Hollywood or Sunset Blvd" this would be solved immediately! It's part of the projection show on ToT; the screen shows Christmas greetings or activities between "scenes" on ToT...
