Yes, this is from the food court, over the rest rooms.

And, you are probably right. I thought it was Toad from the Wild Ride but it's probably Prince Naveen as a frog. That makes more sense. Only here he's a king!

They were down the path to the left as you're walking toward the Dinosaur attraction. In fact, when you come out of the exit from Dinosaur there's a path to the right that leads to the area too. They were adorable in those costumes!
