Where do you find PhotoPass cards w/ bracelets?

I read that you can pick up PhotoPass cards that have little bracelets attached to them in the Waterparks. Can you pick them up in any of the theme parks? If so, where at? Thanks!

waterparks have had them for some time. I read recently that you can now get them at the Pixie Hollow Fairies meet and greet area in Toontown.
