Not specifically a MARTINI lounge, but there are bars all over the World, except within the Magic Kingdom - and most of them are going to be able to pour your basic martini. Outside France there is a very nice little stand that does Grey Goose and Grand Marnier slushies. My favorite lounge is the Bellevue Room at the Boardwalk Inn.
Outside the parks, but on the property? I think we need the backstory here!
In the parks, the bar at Yak and Yeti in AK is small, friendly and great for checking out the passers-by.
When we checked into the Contemporary on our honeymoon the first thing I did was get a Blue-tini at Outer Rim. It's nothing too fancy, but it definitely had a more adult atmosphere.
Nothing better than our first night martini from the bar in the Wildernes Lodge and sip it around the Christmas tree in the lobby while relaxing on deep leather chairs. Seriously the best martinis

I do like Yak and Yeti bar, but prefer Tune Inn as the bartenders are friends of mine and lots of fun. Great place for a martini.
WDW has no "specific" martini bar, HOWEVER, you can get a great martini from nearly any bar and bartender on property. The Wave at the Contemporary is a good place, Blue Zoo at the Dolphin is very classy, Meisner's Lounge is quiet, dignified and upscale (Grand Floridian), love the bar at POR. Basically you can get a great drink, even excellent martinis, at any bar on property. Oh, I left out some of my faves, The bars at Fulton's Crab House, Portobello, Rainforest Cafe (DTD), and House of Blues come to mind.
Just got back from an adults only trip. All I can say is we didnt try a drink that wasn't great. In the parks we tried lots of wine and beer at F&W. Margaritas in Mexico, cider and beer in England. Had champagne in France. Also tried the bars at the Swan and the Dolphin. And I honestly can say we didn't have a bad drink. The only Martini type drink I tried was a cosmo at the Dolphin lobby bar which was yummy. Enjoy!
There's a great bar at California Grille albeit pretty small and tough to get a seat. Tambu Lounge at the Poly and Victoria Falls at AK also come to mind.
The drink menus are pretty much standardized at all the bar, but bartenders usually have their own specialty drinks, so don't hesitate to ask for something different.
Bellevue Lounge at the Boardwalk has a great martini. Tim, the bartender on weekends is the best! It is a small quiet place great for relaxing. You can get a martini anywhere but the atmosphere is also important!
