Where are the Mr. Potato Head parts

Nope. They are sold in the toy store in DCA (and possibly in a store in Toontown but I have never looked there).

I have seen them on California Adventure, first store to your right as you enter the park.

They do have them in Toontown too, but the selection in DCA is much better.
