It is a recap book of your reservation, vacation checklist- what documents to bring etc, embarkation information, details of your reservation, and itinerary, it also contains your luggage tags.

You need to use the luggage tags when you get to the terminal as they have your room number. That is how they know where to get your bags to. If for some reason you don't have them before you get there, they will have some you can right the number on.

I always use a TA mine come about 45 days pre cruise and they do come direct and not via my TA. In 12 cruises and two different TAs thru have never gone via the TA.

I would add we book well in advance and last minute bookings on Gty and special rates will come closer to the cruise.

Should I contact DCL and tell them I didn't receive anything?

I would email DCL just in case but if you don't have luggage tags they have blank ones at the port they can give you as long as you have your room number and reservation details printed off the website. Ours went missing once and we had to do this. Just ask one of the luggage people when you get to the port and they should be able to sort it. They have them there for people with more luggage than tags too

I received them today with a nice package from my TA

For us, they usually come in 30 days before, but my TA lets me know the day she receives them. She also sends a cute gift to our girls as well.
