When will info for the 2009 dining plan be available?

We're planning on going to WDW in Jan 2009. I'd like to start planning our restaurants, but I'm wondering if there will be any changes from the 2008 plan to the 2009 plan.

Also, if we book in Sept 09 (instead of Jan 09), what are the chances of the free dining program happening again? Where do you have to be staying in order to qualify for the free dining plan? We're planning to stay at Fort Wilderness, and I have a feeling that we wouldn't be able to get free dining anyway.

Sorry for so many questions. This will be our first trip to WDW and I'm new to Dis boards.

For now, should I book my ADR based on the 2008 dining plan (I would need to book in July in order for it to be 180 days before we go).
