When will DCA (BVS) open to non-EE guests?

We are headed to DLR this Saturday and DDs and I have APs but SIL who will be going with us does not. I know we can get into DCA 1hr early for APEE but what time will they let her in, even if its just to Buena Vista street/stand in line for RSR FPs?
