When to confirm guest numbers?

We're thinking of booking a Wishes package for next year soon, but we'd like to know at what point do we need to confirm guest numbers? Would it be when you put down the deposit or when you pay off the whole wedding?

You'll want to give an estimate for accurate pricing fairly early on. Your estimated budget will be based on that. The final payment is due 30 days out from the wedding, so you'll want to have it pretty nailed down then. The final guarantee is due 72 hours in advance.

We just signed our contract for June 2015 and the guest count is used to determine your overall minimum. Obviously your ACTUAL minimum will change when you finalize your guest count but if for some unlikely reason you need to cancel (hey things happen) you will owe Disney your deposit and a percentage of the minimum depending on when you cancel. It is also used to determine the amount the payments you'll make along the way. For these reasons, I put in the minimum number for our guest count. You can always increase it and pay Disney more money. In my opinion, asking the couple to determine the guest count and the room block numbers a year away from the wedding is absurd.
