When is appropriate NOT to tip

Okay first let me say that I believe in tipping, I was raised in a family restaurant business and I understand how much tips are apprecciated as well as needed.
Usually when we have gone to WDW in the past we haul all our own bags to and from the room.
This time the teens are not going, my shoulders are shot so I am going to let somebody else do it this time. Do I tip the person that unloads the car? The person that brings it to our room?
If we upgrase to Con. level will that mean that it will be somebody else that brings it to our room? I heard that CM on Cons. level are not allow to take tips does that include those that handle luggage to the room?

HELP what is the correct thing to do, also when is it appropriate not to tip at all?

I'm not sure what's appropriate, but this is what we usually do. For valets, we tip the person who takes our car. We tip the person who runs and gets it for us alittle bit more. Baggage is the same way, we tip the person who removes it from the car and stacks it on the rack a few feet away. We tip the person who actually has to lug it all from the storage area up to our room, alittle bit more. This person sometimes will offer to fill your ice bucket and generally help you out with anything that you need. You don't tip the concierge staff. If you feel that someone there has gone above and beyond the call of duty for you, then you can try, but generally, they will not accept a cash tip. Of course, a positive customer comment to their supervisor is always appreciated. Check your room service bills and other receipts because they might already have the tip included in your charge.
