and the trip would cost $22 (which is what it cost when I took the cab to get to the hotel) and that tips were appreciated. He told me that the cabs are leased to them for $100 per day - does this sound right??

No, it sounds as if he wants to make some money *under the table*.

I was in Atlanta last month and took about 7-8 taxi's per day and none had their meters on. Hey if you didn't get ripped off based on the price no biggie.

I could never understand what there saying, i just keep handing them money till they look happy

They must love seeing you get in their cab. ;)

Here in St. Augustine, some of the cab companies do as you said ("leasing" the cab for the shift/day/whatever). But they are supposed to run their meters to keep from abusing the customers. The cabbies are responsible for fueling the cabs, also.

Sounds as if he MAY have been on the level, depending on the indiviual companies policy.

This is the deal if THEY want to pad their pocket ( NOT RUN METER ) then you need to get something out of it as well ( CHEAPER RIDE ) .This way everyone ( BUT OWNER AND UNCLE SAM ) wins.
