When I can phone for ADR's?

I am confused about this
Do I call at 180 days out or 180 + 10.
If it is 180 then that would be April 20 but if it is +10 then it would be April 10?

I have seen both mentioned. I am staying onsite and we arrive Oct 17/-08.
