When has a theme park or amusement park,etc become too small for expansion?

that's what happened at Disneyland, it been said many times that the reason Walt Disney World was envisioned that big, is because Disneyland was to small and they run out of space to control all the taky business around, so they went and bought enough land elsewhere, others will do the same
