When does National ask about additional drivers?

Does National ask about additional drivers as you're leaving with the car? My mother-in-law needs to use the car for one day. She is an Emerald Club member also, so would she be free, or would we have to pay an additional driver fee for the whole 8 days we are renting the car?

Authorized Drivers
Free (in the United States and Canada) – An Emerald Club member, business partner, employer, or fellow associate who drives the car for business purposes.

All other additional authorized driver situations are subject to a daily charge

It is my understanding that there would be a charge for her for the whole time you have the car, it's an all or nothing type deal. Also, I don't know if they always inquire about additional drivers. I don't recall if they asked DH the last time we rented or not.
