when disneyland reaches capacity?

so have heard conflicting things about when disneyland reaches capacity - one is no one can enter until people leave and the other is that disneyland hotel/paradise pier guests can still enter-- does anyone know which is true?

They close it in phases. It's based on your ticket type. I don't believe there's any special priority for on site guests.
