When can you ADR's for onsite guests

I seem to remember reading that the window for booking ADRs is going back to a 180 window. Is this correct and if so when does it happen? Also what is the +10 people refer to? We are staying at the WL in June. Will I be able to make ADRs 190 days before I check in? Will this be for the entire week we are there or do I have to do it day by day? Thanks.
 
The target date is October 27. After that day, all reservations will be 180 days.

+10 does not mean 190 days. It means that on your 180 day mark you can make reservations for your entire stay (up to 10 days) on the same day. That's available only to Disney resort guests. If you're staying offsite and you intend to make all your reservations 180 days out, you have to do so exactly 180 days from each reservation.
