No, special event tickets are sold by CRO or at the park day-of if there is availability.

Is there any ap discount days this year?

Yes, according to the AP website, it says to check back in June for the listed days that will be discounts and price. I wouldn't worry too much, since the AP nights are the least attended nights (never Fridays or Halloween). I'll be buying my tickets with the AP discount this year since we are going earlier and for 2 weeks, so I have 6 different nights to choose from.

You will also be able to buy them online at www.disney.com under Special Events tickets. Sometimes it takes them a couple of weeks after they've been onsale over the phone to show up online though.
