When can I transfer Aug 2013 points?

I think it's as soon as you see them in your account. They will keep their UY, so the person receiving them will see them as August 2013 points and will be able to use them for a stay starting in August 2013 or bank them into 2014 (they cannot be borrowed).

You can transfer points in either your current use year or next use year. Thus, Aug 2013 points could be transferred as early as Aug 1, 2012.

They must be transferred into another 2013 account.

If you can see them online under your "Vacation Points" you can trasfer them. I got an Aug 2014 transfer earlier this month.
