When are the black out days?

For when? They only release black-out dates 3 months in advance, so you'd have to go by the history, but generally around Easter, July 4th, Thanksgiving, and from Christmas-New Years.

There may be other days that I am unaware of, but those are the big ones.

Possibly Spring Break too?

In the past they gave out the block-out dates for the whole year, but as was already said, they are only giving them three months out. It's pretty safe to assume major holidays are blacked out.
