When are Free Dining dates normally posted?

I know this has been asked a ton of times, but I'm trying to book a surprise trip to Disney for Nov 2012, before Thanksgiving. When is the Free Dining for that date range normally announced?

The only reason I ask is because we won't compromise on the dining package, we wouldn't go to Disney without it. However, if dining isn't free, we can only stay in a value (yuck). If we go during free dining, we can upgrade to a moderate (hurrah!). I wanted to book as early as possible so we could make some amazing ADR's as we are major food people... Possibly try to get an amazing dinner reservation that is kind of hard-to-get.

Alternatively, if there aren't traditionally dates around then, we'd book for the week after labor day...
 
1) Free dining is more of a factor of bookings.
2) Or, should we say, the lack of bookings.
3) They use Free Dining to induce vacationers.
4) So, anyone's guess is as good as another's.
. . . if business is good - no Free Dining
. . . if business is bad - Free Dining
5) I would pan for no free dining, and be happy if it comes along.
